Remark by H.E. Dr. PHU LEEWOOD, Secretary General of NiDA on the opening of the seminar on the “Mechanisms of the Response on the Emergency Issues” on May 06, 2009.

H.E. Dr. PHU LEEWOOD, Secretary General of NiDA spoke during the opening of the seminar on the “Mechanisms of the Response on the Emergency Issues” organized under the support from JICA that the establishment of National Cambodia Computer Emergency Response Team called CamCERT that will be put under the control of ICT Security Management Technical Team is consistent to the requirement to response the issues being exist in computer system currently by raising the terrible information security issues conforming to the use of information technology inside the government, private, civil societies being progressed in the Kingdom of Cambodia. His Excellency shared the technical experiences in creating the computer program related to information security that shown about the research of computer program development also can be accidental. In this regard, might cause problem to the computer system to improperly operate, and it can be a serious danger in term of losing important data. In this recent situation we can see that the information technology have been rapidly developed throughout the world is due to there is a research from students and computer science experts which created many different kind of program in which there is a program that cause problem to the computer system such as computer virus spreading program, fraudulent program to take benefits, data and bank hacker program, and the program that stuck the computer operation etc. These problems is being focused throughout the world and starting to have a Computer Emergency Response Team at every countries respectively, and these teams are required to communicate, inform each other all the time in order to discuss to resolve the current and latest issues in the purpose of making a cooperation to maintain the world information security.
