A Proposal for Building Up National ICT Policy
To change the National ICT Policy
Be ready to initiate again work for setting up the National ICT Policy, though the work could be difficult for NiDA considering the current situation of ICT development in Cambodia; the work will be done by NiDA step by step, one by one, getting consensus of other government entities concerned.
Rewrite the existing draft ICT Policy to contain more general contents and revise it to indicate the direction of Cambodia’s ICT sector. This work should be done as quickly as possible; delay of the work will keep the existence of overlaps between NiDA’s work domain and the vested interests of each ministry/agency as they are.
To overcome this situation and to move ahead, NiDA must insist that its activities focus only on policy issues and information security. The most important approach to do so is to draft a sub-decree which stipulates NiDA’s activities. However, if it is still difficult, public relation activities and stakeholder meetings through associated ministries and agencies may be effective.
